It sounds like you are using harpoons, to fish with harpoons you need to aim at the fish that appear. Here is a video that shows you what to do.

For your 2nd problem, since fishing doesn't require an item, I am guessing you are trying to run something like a Gauntlet mission, which requires a special pass.

Sadly the whitelisting of account was something Europe was able to do, Global (located in NA) is trying to see if its possible to whitelist accounts again. However it will take time, and for now all we can do is ask you to be patient until there is an official response.

All of the servers have to go down at the same time. So one of the time zones will always lose out.
Plus it has to be a reasonable time for GMs on the Pacific Coast to work.

So I doubt much can be done about maintenance times for EU players.
