Looks like they moved in the avatar shop.
You could do this very easily before and get good lightings, but that was patched.
There should still be a way of replicating it by using emotes.
It is very easy to do with Vella right now iirc.

Usually, Vindi has a sale for Devotion Rings.
You write your Valentine's name on the ring and send it to them. You both will recieve buffs for a few days/weeks.
The rings will be "[Your Valentine's name]'s Devotion Ring".

There were alsop some Velanetine's Day events.
Apart from that, pink dye ampoule sales.

Her name on NA was Arielle.

Her monthly visits were a feature.

As for why she does not appear anymore, I'm not sure.
