It doesnt take a genius to realise that this is a lame change to get people to buy VIP so that they can get more seals from running s3 raids twice.
I can't imagine anyone not having enough VIP at this point to just freely pop them whenever they feel like it. New players maybe, but it's unlikely they're going to be hot and heavy on the raid trains.
You can only buy one 2 day VIP per week from the AP shop. Other sources of VIP (other than the depot obviously) are the once a month arielle visit (not even guaranteed) and airtight VIPs which are reliant on people spamming gachas and willing to sell to you (most are hoarding them for their own use).
The only people i know of that have near infinite VIP stockpiled are peope who have spent a ton of money on gachas or people who have them stockpiled from old events but never used them because they didnt play at all. I was around for one event that gave tons of VIPs and still have them on my secondary account, but most of the ones on my main are used up because it was quite an old event.
A friend of mine linked me the above. This basically shows that +12 low level armor have +170 AD per piece or 850 AD for the full set. From that, we can tell that a +12 low level weapon will have 850 AD as well (1 weapon = full set of armor, AD wise). In comparison, a +12 level 90 OJ weapon has 1500 AD. Im guessing that for level 80 and below gear, they will have roughly 55% of the AD that level 90 gear has at the same enhancement level.
If we use the 55% ratio, a +15 level 80 weapon will have 1650 AD compared to a +12 level 90 weapon with 1500 AD. Obviously, the change is meant to encourage people with +15 level 80 weapons to buy runes to try and make a +13 or better level 90 weapon. I think most of them will react by ragequitting instead. I already know two kais who ragequit because they couldn't make +13 OJ crossguns.
A +15 weapon with 300 AD currently gives you 11,875 effective ATT. Post RISE, this would probably turn into roughly 20k effective ATT, so you would still see a huge jump in damage. Actual effectiveness though, would depend on how much HP inflation the bosses get. Last I heard, s3 raid bosses were going from 5.5m hp to 7.7m hp, but apparently it's been reduced by 25%, which would put them at 5,775,000 hp. Probably still being tweaked in KR based on backlash from KR players.
Players with high enhanced level 80 and below weapons will probably be left scratching their heads and wondering what to do with them after RISE, since they no longer hold an AD advantage and there wont be any lower level raids that you can use them for anyway...
What you're missing is the idea that we are being arbitrarily restricted to 4 people in a raid. What if you have a group of 6 and want to do raids, your choices just got severely limited, and some of the best raids are the earlier ones.
Before this update, if you wanted to 4 man, you just got 4 people and pressed start, now that's all you have. It's the idea of restricting the player that's really the issue here, not balance or difficulty, it's a bad change to compensate for how poorly this game tends to run on a peer to peer connection.
What people seem to be missing is that they are no longer raids, just normal battles like larken or whatever. Complaining that you are being limited to 4 players is like complaining that s3 dailies "limit" you to 4 players max.
I originally liked the idea of them being re-balanced for 4 man parties, because lets face it, its pretty hard to get large parties for low level raids. But derpcat went full **** and made them not raids in the first place, so you dont get seals. No seals = nobody is going to run them except for titles/expertise/quests.

Maybe it was increased to 7.7 then reduced by 25%?
Said it's from 2 days ago, so it's obvious that it's reduced by 25% from that 7.7 value, think it makes it a tad higher of what we currently have pre-Rise now so that's why I said it's not a big deal anymore, "top" players already clear the raid in 5 mins, even with 4 depending on the players.
Now that you have even more damage like, by multiple multiple times, s3 is still "fodder" again.
Unfortunately, you still need OP gear for s3 raids to be fodder. So if you are in a guild full of +15s, okay, no problem, if you are a random guy with a +10 and cannot consistently find OP carries, good luck. Also still does not solve the problem where players who have already claimed the level 90 character reward cannot get the +10 gear (which will be necessary to be relevant after RISE).
This is not the kind of situation that will encourage the average player to keep playing. The average player will rage quit and go straight to BDO/Tera/whatever.
Have you ever had a newbie tell you hes going to quit because he feels he cant get anywhere unless he spams runes for OP gear? There's going to be way more people quitting for that reason after RISE.
Its kind of hilarious that the KR backlash is so big that even the director is pushing out a hotfix to reduce boss HP to try and make them happy. I wonder which version we will get...with or without the HP reduction.

Last time i checked i had more than 60 normal runes from events since time immemorial and that with me using tons of them from time to time and now they gave me free +1 coupons along those runes and 100% enchants, i dont know about you but i dont see those gimmicks lame nor see how making you waste less runes is making you buy more
The changes to sell more runes are not targetted at veterans who stock pile runes (especially those who stockpile runes on multiple accounts).
The average player does not have dozen of runes stockpiled. Most veterans dont even have 10 stockpiled (because they used most of their runes to try and get a +15, most of whom fail). Most of the people I play with have 3 runes or less. Just talked to one last night who is down to one rune after making his first level 90 OJ weapon.
If you have a +15, you wont encounter any problems, you will even see a huge boost in damage post-RISE. If you are the typical newbie with a +10 weapon and clean OJ gear with no enchants, you are going to be screwed.
Just off the top of my head, I can think of 5 or 6 people who will rage quit after RISE because they wont have the +10 level 90 gear and only have a +10 OJ weapon or worse. I can think of several people with +15 level 80 weapons who will rage quit as well, not to mention all the people who DEFINATELY will not be coming back due to the additional damage change.
