Sadly no because for some reason they tied some of the story advancement to that system--a system that now includes features that bind items to you.
Gotta love Rise and its continued changes that make the game worse once piece at a time. What's awesome is that said tutorial that teaches you about doing something that will bind your weapon to you can't be done on each char until you complete that part of the story.
To summarize: RISE rushes you to end game level, only to slow you down when you still need to do more story content before you can craft anything on your own. Very strange streamlining.
I initially thought Miri's lack of a vertical knock up move may put her at a disadvantage, but it doesn't seem like she needs one. Also, mobility makes her annoying in PvP, but ultimately she still gets destroyed by two certain classes.
Her space + RMB does send enemies airborne, doe, as doe her aoe. Great for controlling mobs.
The message you're seeing is simply the one from enhancement, not from the stone. It's the same as when you use a 100% rune with Brynn. The rune tells you it's 100% and I believe one of the system messages does as well, but there's another that still says something about failure.
These are the same runes from KR, they are 100% success chance.
