This happened to me today too for one of my characters.
Going back to the character selection screen & returning fixed it for me.
Let's see how long it takes for this to be permanently fixed?

I think it should be pointed out that a couple days ago in KR server the damascus steel requirements for item restoration was changed.
They significantly increased the requirements for the lvl 95 gear while decreasing the requirements for the lvl 1…

You can break & restore for re-enhancing till +15.
Once you succeed +15 you can still attempt +16 onward, till it breaks again. You are able to revive that gear but you can't make it re-enhanceable at that point.

Atlantic Canada here. Generally have had no issues with connectivity to the server, both before & after the merge.
As the others have said already, any issues that arose for me seemed to be region-independent & already existing before merge.
