They keep changing RARs att formula/ putting a cap removing => putting on back on. I think it will be tied to when they change the special bosses to Havan/Glas, but we will see might just be when they change rar's bosses.

Nah, they got lazy and just don't want to code it so the new character can use them. Similar things can be said about older outfits etc. (IE thought is likely, if they can't make money off of it, why bother adding it?)
