You have a bad memory. The old UI was just as bad, if not worse. The new UI was better when it first launched, but I heard the update a few months ago made it worse.
I heard on the grapevine that PUG requirements will be something like this:
25k ATT 15k DEF 200 Bal/Crit combined 50+ ASPD?
Those aren't the hard requirements to enter, but rather what people will expect when they post their group on the boa- well, we won't have boards anymore. On the whatever-replaces-boards.
Also, the Game Director said your skill level should be around that of someone who can no-hit solo S3 bosses. +pain
@Criminy Yeah, it's a weird thread because I've never met anyone dumb enough to say, "SELLING ACCOUNT $1,000 PM!" in-game before. This guy's English obviously isn't the best, so I'm hoping there was some misunderstanding and he was trying to sell something else.
As for "you shouldn't be banned for text in chat", uh, no. Soliciting illegal actions should definitely be a bannable offense. Being excessively rude or offensive should be bannable. When you play Vindictus, and that includes when you use its chat system, you abide by the rules of the EULA/ToS.
I do agree, however, that there should be an appeal and investigation process that can unban those who were joking around or had their account hijacked or the like.
