was likely just a concept outfit and not actually made, or might be made in the future instead, I haven't been able to find anything about it so far. Might be an outfitter or something in the future?

@Elynsa in a recent update they added Raiders back. It seems as though they are adding some back depending on player input. Still no explanation why they removed them though.
When will we get Rockstar hair and yuri outfitter?

we had the KoF crossover event already, it most likely won't return, the same as other crossover events.
