I'm just reminding everyone that there was a Special Element Stone event in the past, and it wasn't that good. It was better than nothing, and the current box certainly looks better because it supposedly won't contain ATT/MATT stones. However, I wouldn't get your hopes up.
In the old event, the stone could've been ATT/MATT or +1 Attack Speed/Balance/Critical and could only be used on weapons level 1-95.
To add clarity, you pull the stone out of the box before you apply it to a weapon, so you will be able to choose what you want to use it on. http://forums.vindictus.nexon.net/discussion/11335/special-element-stone-pouch-results
Because of this restriction, your tickets might be better spent on something else. Perhaps, these stones will be different, but I highly doubt it.
Does it have the same system as the Gem? Where you get to choose between old vs new stats?
Short answer is no.
However, I think you misunderstand. You will know what the coupon does before you use it. The enhancement level is unknown only until you open the box that it comes in, and then you can decide what to use the coupon on. This isn't a Lubber's coupon, and even then I have never heard of a Lubber's downgrading anything.
