I don't think anyone would be able to solve your two problems on just those details alone.
The first problem sounds like a user-error, you can try checking your secondary weapon settings in the options to see if one of those settings is causing your problem. If you are new, then perhaps you just don't know how to fish correctly.
As for your second problem, what boat are you trying to launch? Fishing?
Unfortunately, this coward has been reported numerous times in the past, but a hard fix was never implemented. Some work around methods that I know will bring him down are staff Evie's Rage Conductor, crossgun Kai's Massive Impact, and bow Kai's Eagle Eye Assault. However, I haven't been able to get him stuck on will to test other methods.
As a recommendation to Nexon, I honestly think upper level environments should be removed when combat is initiated because player bodies also tend to get stuck in such places (Juggernaut, Ancient Lakoria, etc.).
Do not forget that balancing does not solely involve buffing weaker characters. Some characters have an excessive amount of "situational" abilities.
Also, I'm not even sure why people bother reading someone's try-hard wall of text...let alone feed a troll. A wall of text is hard enough to read, but this troll goes on to add needless italics and GIFs that make it harder to read.
The trap of re-building the fort during Elchulus's figure-8 flight pattern in 24-man God of Fomors. I literally thought that would be the end of the raid because I was still a level 43 noob that didn't know about Party Feathers, and half the party died so suddenly and instantly. Ancient Elchulus was my first Royal Army Raid, which was also the first time I was in a party with other players. I was so nervous because I was only level 43, I had no idea what the mechanics would be, what a 24-man raid is like in general in this game (if they were different from other games), or if the community would be mean to me for causing the raid to fail due to being a noob. The only thing I had going for me was all my World of Warcraft experience and my knowledge about dragons from Dungeons & Dragons - general information like "always fight a dragon on its side" (because breath attacks and tail swipes)...
It happened again later at level 80, except this time none of the survivors used a Party Feather, so someone ended up gracing:
