The difference is per animation not per weapon/character. Increasing 1 speed may cut your smash 4 by 1 frame, but no change on the rest. This makes it very hard to provide an answer since there's a lot of animations and a lot of characters/weapons.

I agree, with new gear you can slowly grind daily coupons and raise it to 4* before enhancing or 5* if you don't mind the unbinds, but with gear stuck on your char you rely on events, and its been taking forever for those to show up again
