I think you might only get the set if you are a returning warrior AND you are under level 90. If all your characters are aleady lvl 95 then that might be the reason,.
My only guess for not doing it at this point is they lack the technical staff and/or competence to do it. It would explain the relative silence they've maintained around this issue, and considering how buggy the event as been even for actual return…
