Intentionally stall progression, this is why they limit it to 10 per day. 6% is actually quite high and really good chance, so the only way to prevent the outfits from becoming more common is to put a cap on the number of boxes you can buy. The events are probably coming back in the future again, so they want most people to keep playing the casino -> keep the game alive.
If you want to buy more boxes right now, you need to make more accounts. That in turn boosts their sales/game accounts numbers. It's a win for Nexon, but as players you gotta be true wallet warriors to pull this off.
But if this is what they believe that can keep the game alive, go ahead. I'm not feeding the server personally, and I'd much rather want them to develop more outfits instead of using these tactics to milk the game. It just shows laziness above everything.
I don't think the limit is to boost sale later. RNG is still RNG, and you could get the outfit you want in the 1st box you opened. Lets say today you buy 50 boxes but get what you want from the 10th, that's 40 extra boxed Nexon sold to you. Putting a cap on the number only dissatisfying the players who want to buy a lot more than the cap, and even reduce the profit. IMO, the cap is just Nexon being Nexon - illogical.
Does the boxes giftable? Because more than half the outfitters are not tradeable, making more account only a good strategy if those boxes are giftable, else you would stuck with a bunch of untradeable good stuff in a new account (and there might be level requirement to list stuff or to buy NX)

Valkyrie's results are possibly the norm for most players. If we look back to the outfitter shop last month, the 'Necromancer' limited time event outfit cost ~32k NX. If that is the value Nexon NA gave to an outfit that players are guaranteed to get for that amount... than the true value of the outfits in the gamble box is even higher. How high? I don't know. But, it was someone's job to do the math and figure out how many boxes players on average would have to open to reach the value they set for these particular outfits.
Valkyrie spent less NX (30k) than it would have cost them to buy the 'Necromancer' outfitter, and the Keag,Tieve, Iset, witch sets are valued much higher than it. I would guess that if you wanted to get just an outfit with no preference, you would probably need to spend 50k-60k for good odds. If you want something specific, quadruple that amount.
Players that get them with 1-2 boxes are exceptions. Nexon capitalizes on these players by broadcasting their good fortune with a 'brrring!' and a pop up to all other players which makes other players more inclined to try their luck.

The boxes are so expensive... I rather buy a combo meal for that price. I'm not gonna spend any money on these boxes because they didn't put exchange coupons or put all of the avatars tradeable via mp or mail.
I'm hoping once they get back from their break that they do make the outfits tradeable. I feel there is a slim enough chance that they might do it especially if a big enough fuss is made.
Gamble boxes skirt the law and prevent themselves from being classified as true gambling by doing a few sneaky and shady things. Firstly, you don't buy them with real money, you buy them with fake currency (NX). It would be easy to convince a court that that fake currency was purchased with real money and thus has value so lets skip to the next things. Secondly, they cleverly fill the boxes with fluff items. If you got nothing for your money, then it would be a random game of chance (gambling)... but since you do get something (dye, megaphones, other junk with no value to us), you are in fact getting something for your money. This is were things get a little shaky with these particular gambling boxes...
In these boxes, some outfits are untradable and gender locked. If someone gets a male only set on their Fiona, they essentially got nothing. It will be red in the inventory and completely unusable which means it .... has no value. You got nothing for your money. There would then be a strong case that these boxes could be classified as actual gambling then and that would be obviously, illegal. I don't feel making the outfits account tradeable is enough for Nexon to claim that, "You can make a male/female character so no its fine!". Character slots are limited. Player's time is limited. Player's money is limited. Forcing players to buy another character slot just to use something they bought on a character they won't ever play is just to flimsy an excuse not to mention quite scummy. They really need to be tradable. The most expensive ones (Tieve, Iset, Keag) already are. Cross your fingers and keep talking about it.

@pootisman we know that's how the higher ups think anyways as they release these boxes knowing all too well the players don't like it, but will buy it as it's their only chance.
