Does the bonus chance after failure stay afterrestoring or only with runes?
It stays as long the item's enhancement rank didn't change. That said, failing with Destruction Safeguare Rune will reset the bonus, since item's rank dropped.(less)
While this is correct normally, it won't be if we get the same event as KR server did. In which the Destruction Safeguard Runes don't reset an item's rank by 1 if used in a failed enhancement. This is only if we do get this event, which if we don't then the runes will most likely just be removed in the level 100 update right away.

Eagle Eye - Kill Wood Elf Mystics 30/30
They are special enemies that like to hide, when killed they will give you a regenerating buff. You just have to find their spawn areas and keep visiting them every run to find the enemy as it is random which spawn it'll be at. (less)
