Unstable Enchant Rune is available in Seal of Bravery shop as of today's patch (7th anniversary).

Meanwhile last few recent updates in Korea brought changes to Spellbooks. In summary, all classes except Fiona and Arisha can now use Spellbooks, with exception for retired Fomorian book, which is still Evie and Sylas only. With it, existing scrolls were adjusted and new were added with Arkana addition to the game. It is possible that Shields and Focuses will be / has been adjusted as well. While Future Content section is for that kind of information, I am mentioning it to inform that I will be probably creating a new category for Shields / Spellbooks / Focuses scrolls, rather than keeping them in Armor and Accessory sections.
