I think the rate is nerfed because I did try infusing post RISE on my blue kitty brooch, I spent 80 stones and not even -2 crit infusion popped once, and you can search my comment on it on Discord. It was around the week RISE was launched.

one thing i noticed is that Item consumption animation removed: Potion, Repair, so does that mean we no long get the bonus hp while holding down the drinking animation?
There is also abyssal arena which opens 2 days a week where you can get tons of exp from lvl60-69, and people usually host them for quick seals and AP, you can also try that as well.
