Double Exp Double AP guild bonus stopped applying

So basically after a couple of runs, my guild bonus from having 2 people of the same guild stopped activating. Everytime I would finish a 900k exp instance with a guildie, only the VIP buff activated and only gave me 1.5m exp when it usually gave around 2.3m exp for a 900k instance.

Could anyone explain what's happening?
