Some of us that took a long break are just getting around to making our Dullahan gear and welcome the event at this time : )
But yes, would have been better for everyone if they had this event with 100 gear.
FYI I think we are getting lv 100 on the 6th... I just don't see any reason to burn runes on gear that is going to be outdated in an instant. (And we will be able to buy dul parts from the seal shop, so even buying them now would be bad.)
I guess if you happen to have dul armor/weapons that you didn't boom. And you have the free runes that are about to expire.
I think the event is good for the people who prepared for it and can make use of it.
I'm not personally participating since all of my gear is boomed and I never bothered preparing new gear specifically for this event, especially since it was never a certainty that NA/EU would get this event in the first place. Also don't think it's worth spending all my seals on green runes now - would rather save them for steels and/or Dulla essences to stack my current gear once 100 hits.
With OJ chunk prices where they are it's still going to be a cheaper affair for most to wait for the seal shop update and yolo or green rune later. Anyone who has full OJ items ready to go is in a good spot though, as a +15 95 will still do well for 100 content.

@Jinyie I'm guessing he's basing that on the fact that the event ends then and KR released 100 right after their rune event ended.

Rune event notes flat out talk about lv 100 and what happens after the event => ie
"When failure to enhance using the 'Destruction Safeguard Rune,' enhancement level decrease will be applied as before and the percentage of the enhancement bonus will be applied at the decreased enhancement level rate."
I am fairly certain the 8th aniversary vid (horrible don't bother watching it) did a quick teaser saying lv 100 was soon.
All our events end on the 6th.
So either we get lv 100 or we get another run up event and we get it in Dec. Personally I would rather just get lv 100 so I can hope ;-)

Four tries at 12 to make it to 13. I now have an already been boomed no unbinds 12 dulla long sword. I should have stopped with a bind left that I might hand it to an alt one day but what's done is done.

All characters should get full +12 orange 90 lv set, that can be enhanced. Also, you'll be able to progressively make your dulla weapon +12, if you want to.
I actually had pretty decent luck when using the runes over a week ago when I was trying to use up the expiring +10 coupon and the expiring destruction and +10-12 runes. Managed to get a +12 weapon, and two +13 weapons (there was a fourth weapon but it stubbornly refused to go past +11, it's sitting at +8 now).
After the event started though, I've tried two destruction runes on the +12 weapon, and two more for each of the +13 weapons. Total of six tries during the enhancement event and they all failed. It's to be expected, but I'd be lying if I said I wasn't disappointed nonetheless.
@Wilko the rates going beyond +12 were nerfed hard, so on average you're looking at five tries from 12 to 13 and it only gets worse from there, assuming you magically do no worse than the rate of 20% and dropping would suggest. With the loss of unbinds on each failure the runes just don't help to get players beyond the poor rates.
this is the first my luck gone too far with 2 stuff armor +13 up to 14 same time without any fail, after that i try grind 2 time per armor to +15 and it fail
