seems the reward over the Story book "Nighthawk set " is buged the pants are missed or the People get them after Level 90

    Additional info:
    Completing the main story for Season 1 Episode 9 and 10 awards a nearly complete +2 Nighthawk armor set, missing only the pants. Players typically have to find a +3 pair during their adventures in Season 2 to fill in that gap.
