Can you dismantle perma bound Dullahan Shields?

I want to make a Shield, and blow it up for a chance of getting the Shield essence back, can you dismantle perma bound shield for the Eternal legacy mat?

Just want to make sure before doing it.

    The essence and both variants of the created shield give an Eternal Legacy upon dismantling.
