I Can’t Create Anymore Characters

I bought a Premium Character Slot and it’s not letting me create a new character.
Everytime I try it says “Cant Create Anymore Characters” when I only have a total of 12 characters and this is the first time I’ve actually bought a Premium Character Slot x.x the rest of the characters are from the merge.. is there something I’m doing wrong? I’ve been trying to create this character for three days now and still nothing...

If anyone knows how to fix this please let me know

    12? I only have 8 and it's still not letting me make a new character either :( Really frustrating considering the new character dropped today. I'm deleting 2 characters I worked hard on and still have to wait "2 days to make sure" before I can play again...
