enhancing question

made a +12 braha teide with just the orange main component.
It doesn't let me enhance it further because it isn't rare.
does that mean I have to make a full orange weapon?
And was that always a thing?

    Yes, you have to make it full orange. I believe it was changed with rise, before you could enhance without any restrictions as long as the core was orange.

    I guess its too hard for them to implement a text on main saying "only goes upto +12 if not all parts are orange"

    This isn't limited to 90 gear. Anything that isn't of "Rare" quality (as in fully orange) can't go past +12 post-rise.
