Fiona's Large Shield Mastery

In order to get the Large Shield Skill, I have to do the Shield Mastery Challenge. On the Internet, it says that this should be available for level 42 players. But I do not see it available at all.

    Why give Large Shields at 42 (Kite Shield) when you cant even get Large Shield Master at 60, if you need Shield Master Rank A at rank 60? Kite shield becomes useless at level 60. there are also, a lot of other Large Shields between 42-60 and cant equip them unless we have Large Shield Mastery. So, either someone F'd up or there is a problem here. I vote both.
