Yes but you reach to that smash attack faster, as seen in the video posted. 1-2-3-4 goes faster and therefore the kick will land faster, the spin skill you can see there's no change.

Yes exactly but comparing the lenght of full combos ( including smashes ) is more interesting than comparing only LLLL. I didn't include LR and LLR because the diffirence in speed is insignificant. As for the focal point comparison, it illustrates perfectly what you said
