Stranger traveler weapon restoration

I am trying to restore the weapon that i just failed to enhance but the strange traveler is not giving me the option "Others" . can anyone help me out here

    Are you level 90? You can't restore weapons unless you're level 90 now.

    This is my alt vella and his not 90 but 85

    I wish they made the requirement like lvl 80 or something. My delia can't restore her weapon :(
