Are artifacts still locked behind PvP?

Went on a hiatus years ago and came back for the RISE update, the streamlined leveling process coupled with 2X EXP is a god send to finally leveling and playing other heroes, with free gear to make them not complete and utter trash.

Artifacts are optional, of course, but for some heroes, you really don't know what you've been missing until you try them out. For some, it's not essential but it is very nice to have and makes the combat a more enjoyable experience.

What I want to know is: Are artifacts still locked behind PVP, which is still trash and even more dead. Is there any other way to get artifacts outside of PVP now?

    unless theres an event that gives out seals for them, then no. there was an event a few months ago, that i think gave enough to get one tier one artifact

    It isn't too hard to find people willing to do PVP seal trading in the Arena. There's also a cash shop item which doubles the seals earned from a PVP match.

    you can trade your daily mission tickets for triumph medals now. it's only one a day, but if you have some saved up you can cash them all in.
