Shortbow's speed decreased?

Hey its just me or the speed of shortbow (Strafeshot skill) has been decreased after Rise update?
Sometimes I experience a kind of short lag between the shots even at the stage 3 of Deft buff and also the character will stuck sometimes and shoots 2 arrows at the same time instead of one.
I guess I'm not the only one, still this bug was not reported at the bug reports section.
Pretty annoying that they messed bow Kai now...

    I think it has something to do with the delays everyone is complaining about, myself included, I noticed that too.
    I'm on Europe server, it's pretty much unplayable for me.
