cant change the difficulty when creating a party

just got on and wanted to run a few hero missions for a scroll but i cant changed the difficulty to hero. clicking on the difficulty doesn't bring a drop down menu or anything. this new update is gonna need a lot of explanations to help figure things out.

    ok so after looking around it looks like hero is only available on raids. whats the deal with that? how are we supposed to get scrolls without being able to do runs on hero? i was going to do windgun to try and get a resilient scroll but cant even do the run on hero to get it. or did they change that so you can get scrolls on any difficulty?
