Supply depot question

So, I made a new account and made a new character on it and I tried to access the supply depot for the beginner package or whatever and it says that I can't open it. I don't know if it's because I am level 2 and need to be a certain level or I just need to restart my game.

    To clarify: I can't open the supply depot, not the beginner package.
