I haven't played this game for a long time now,
and decided to come back starting up with a fresh character.
In other words; the game is technically new to me, which raises a few questions.
1. Max Lv.?
2. Which server is the most popular/populated today?
(within EU)
3. How would you define a Top.3 DPS class list?
4. Are all classes needed for todays dungeons/raids/pvp?
5. Are there Achievements in this game?
(If so, is it possible to complete them all by 100% if you start today, or are there old ones that are unavailable due to being tied to old events or somthing?)
6. Is it possible to see every available quest? from a list, or map or somthing.
(or do you have to scan the map manually?)
7. Will quests always be available for you until you finish them?, etc, finish a Lv.1 Quest @ Lv.50
(or will they disappear if you reach a certain gap between it's level and your character level?)
8. Is it possible to reset skills/stats?
9. Is there some kind of membership with a monthly fee, that unlocks all the features of the game?
10. Is the game gender locked?

2- *edit* european server is alright, not much ppl lower level tho most of us are at the cap.

4- pve wise, any class that you like its fine, since this is not your regular mmorpg you can do fine with anything, however, for the true endgame, theres one specific raid that ppl tend to enjoy having a staff evie in the party cause she can throw some heals. pvp im not even sure if it exists.
5- there are lots of achievements yes and most of them are accessible, however like you said, some are already gone cause of events and time limited.
6- i dont think you can see a list of everypossible quest in the game but you can keep track of you have by pressing M, also you can check all dungeons in the game by pressing N ( i believe these are the default short cuts)
7- yeah quests you can do them anytime, however i advise you to quest while you level up since they give you a huge chunk of exp and at lvl 40 you might want to start your transformation quest , wich allows you to turn into dark knight or paladin (in game transformation with diff buffs)
8- skill resets yes they are available, here we call it AP reset, basically you earn AP (skill points currency/ability points) everytime you run a dungeon or open a capsule and you spend these points upgrading your skills. you can have these AP back using a reset capsule that can be obtained during events, item shop, marketplace.
9- there is the VIP and VVIP "memberships" - both give you increased stats (not much for that matter), one extra entry to daily limited dungeons. the diff is VVip gives you extra revives and pots daily and is accross all characters on that account, regular vip its only one character and no free revives nor pots.
10- yes its gender locked.
2. Only one European server exists, called Europe. East and West refer to North America.
3. How would you define a Top.3 DPS class list? This would depend on solo versus party, and how "active" the bosses are with attacks or movement. Evie, Kai, and Arisha generally would top DPS, but the difference isn't big enough between them and the rest of the characters to matter (aka all characters are viable).
4. Are all classes needed for todays dungeons/raids/pvp? Nope. On the contrary, every class is capable of doing any content solo. There are of course small preferences people like, such as Evie for healing and party buffs, though they aren't necessary for even the hardest content.
5. Are there Achievements in this game? There are approximately three different categories of this at the moment. The main one is the Title system (do something Y amount of times to get a title, most of which provide permanent stat gains). Most titles are available permanently, and the bulk of those that are not do not provide stats and are only for display or increasing your title count. Ein Lacher is a solo achievement mode with 70 different battles, no changes will likely be made to this. Redeemer raids are the newest type of achievement, and 4 clears per week can be done (would take 25 weeks upon starting to finish a Redeemer achievement; only one Redeemer raid has been released so far).
6. Is it possible to see every available quest? Press M to see your quest log. Most quests have a story prerequisite and level requirement before they will show up, either tied to the main story or finishing another sidequest.
7. Will quests always be available for you until you finish them? Quests are always available, unless they are limited time event stories.
8. Is it possible to reset skills/stats? Stats are mostly gained through leveling, gear, and titles, though a small portion are tied to skills. Skills can be reset through reset capsules, though if you play long enough, you can cap all your skills (AP is spent on skills to rank them up, and it can be earned infinitely)
9. Is there some kind of membership with a monthly fee, that unlocks all the features of the game? All features of the game are unlocked for everyone, such as dungeons, progression, mailing, etc. The cash shop is used to either reduce/bypass time and resources that can normally be acquired ingame, or for the purchase of cosmetics which do not affect the playability of the game.
10. Is the game gender locked? Yes.
