Friend list not updating

So this is a problem that I've been having for 2+ years now. My friend list doesn't update the levels associated with my friends, I'm unable to delete any from my list and if I add a new friend they don't appear on my list but I still get notifications when they join a battle. This happens on my main login account as well as my other sub login accounts. It didn't bother me too much before because I didn't play as often but now it's just getting annoying.

    tech issue I had was reopening offline friends menu over and over again when I want to delete some people on the friends list.
