At which levels does Delia unlock more skills?

Interested in trying out Delia at least some what. What levels do more skills unlock. Leveling up though is rather boring.

I have a lv90 Arisha and Lynn also. Is Delia just so good I should level this one to 90 besides simply wanting to try out the character more?

    at the bottom in the skill menu, check where it says "view skills you have not acquired"
