New Character unable to progress

I have made a new Kai but I can not progress with the Story quest.
The quest is "Watch Out for Formor" and it asks you to upgrade your "Combat Mastery" skill to Rank E.
However, you need to be lvl 10 to rank it up, which is impossible when you are only lvl 2.

I'm not sure if this is the case for all characters, but it is for Kai.

I'm stuck on a lvl 1 mission.
It requires me to advance my combat mastery once, to rank E.
However doing that for some reason requires me to be lvl 15,
so am I stuck repeating the only map I can for exp?

Nevermind, it solved itself.
I will leave the result here if anyone gets something similar.

After a restart Ceara decided all of a sudden that the quest was complete and the story proceeded as normal.

You were able to progress because you have a skill at rank E already.
Any skill will do, so the text should probably be changed.

The reason the text specifies Combat Mastery Rank E is because there were countless previous reports about the story not accepting other skills in the past. In fact, the reporters most commonly spent their first 30 AP in Battle Respiration. Nexon listened for once and made this text change to clarify it. How Ceara let's you progress now with any skill has to be a ninja-change that was made recently.

I'm experiencing the same problem after creating a new character, although I'm sure I'm supposed to have more than just 1 skill available.

Change to the "Restoration" or "All" tab, to find a skill you can rank.
