Abyssal arena portal effect missing at docks

When the party leader creates a boat, you should see a red portal effect at the docks. This is missing for abyssal arena and ONLY abyssal arena. Everyone in the game has this problem. Its very common to see confused newbies not know how to board the board for abyssal arena due to this.
