I cant progress story

So I used the free legacy level 60 boost a few years ago and back then it didn't complete the quests for you so I've been going back through the story well above level when i could not progress in season 2 any further. Once i got to the quest "The spinning wheel" i need to talk to Nel who is supposed to be in the army base but, she isn't nor is she anywhere else in the game thus I cannot progress story. Is there a secondary quest that is supposed to make her there ( because I have only done story) or is she just bugged out and gone.

    You're getting interference from the sub-story "Fancy Furniture of Rocheste".

    First check if Nel is at Rocheste Castle by talking to the guard standing near the castle gate by the Battlemaster. If Nel is not there, go to Caryl at the bar and watch the scene with Schulivan. If you did not see a scene with Schulivan, go to the General Store in Colhen and watch the scene there, and then go to the Bar, followed by Nel at the Castle. Once you're done watching these scenes, Nel will be at the Royal Army base.

    Nothing is showing up for me for anything except raids. I can't do my story line because nothing shows up.

    I wonder if Nexon knows this is going on?
