Block List Names Replaced with Numbers

Player names in one of my block lists on another account are replaced with numbers.
When attempting to whisper to those names/numbers my game crashes.
Have not yet tried to unblock cause I am not sure if this is a bug or not.

Is this what happens when old characters get deleted and their names are up for grab?

    I don't think the characters got deleted. But the names were probably removed so they could be used again.
