Cooking Talent stopped leveling

Bug Report: Cooking Talent profiency stops leveling up at 61 for me. The current max appears to be 99.

Current knowledge that i have:
Before the merge, in the European server, the profiency would continue to go up, and after the merge, it doesn't anymore.

I can't find any other recipes other than the Pet's Food Recipe.

Is this Talent INCOMPLETE? Or is it bugged?

If it's not a bug, how can i keep upgrading my Cooking Talent?

    It's incomplete. To be precise, recipes only allow you to level that far because you can only gain experience up to 10 ranks past the recommended proficiency.
