Macaw Parrot on shoulder available somewhere?

My guildie found someone in-game with a parrot above their head flapping its wings, she'd really like one if they're something you can get.

Was it a limited time item?

    It appears when you use the item ''Rabi Whistle'' which are given out during events and can drop in the Secret Boxes. When using it an npc will appear where which you can use everything you need in one spot, enhancing, enchanting, etc.
