Level-Up/Tour-Of-Duty Gift Missing

Opening my level 15 Level-Up Gift did not provide a level 20 box. Character is now 25 and has not received any further boxes.

    Tour of Duty boxes are for returning vets and you only get 3 per pack.
    So if those are the gifts are you referring to, it is normal to not receive anymore.
