2 Different Permanent Storage Expansion Tickets?

There are 2 Different "Storage Expansion Ticket (Permanent)" listed in the Supply Depot for different prices. The description for both are the same but are different prices. Is one maybe labeled wrong and supposed to be a Shared Storage Expansion Ticket (Permanent) or is it just a bug/mistake?

    The more expensive one has been removed.
