xGun Kai Attack Speed

Just saw a comment on YouTube: "cross gun Kai's normal attack (mouse left button) speed has a specific cap. [0 / 13 / 38 / 71 / 125] " ... "speed 52 is not such different to both 38 and 70, but 70 and 71 are very different."

1. Is this true? I have 67 speed myself and might be able to stick a fast to reach that 71 milestone.
2. If you have experienced both under 71 and equal to or above 71 attack speed, what are your observations? Remember that this is only for Kai's normal attack.

    l'll test this out i can get up to 192 attspeed on gun
    Holy da fk its a big difference between 70 and 71
    50 attspeed shoots the same as 70 attspeed
    From 71 attspeed to 124attspeed it goes up slowy untill 125 then its a big jump, shoots like an Uzi

    ya its a noticeable difference, makes my speed set go to waste since 71 speed shoots the same as 93+sad

    one should never use paw over cat for kai unless, you're in Trans Kraken
    thats if you're going for damage cat will out play paw for kai

    And here i am stuck with 64 speed because i can't make-up the balance loss and don't want to lose anymore defense. (barely hitting 14k with the new set i made and thats not even enough for new areas QQ)

    Too hard without a +15 lvl 90

    Does anyone have a video of the differences between 70 and 71. And does that mean my 64 spd is no different than having 50 or 60? Could drop a fast for more def since i can't get more speed.

    I can post a vid of 70 to 71 speed of shooting, and 50-60 speed shoots the same but bolt revolver will still be affected by each point of attspeed, its just for shooting [0 / 13 / 38 / 71 / 125]
    I dont have an +15 lvl90 and i do fine (My Wepon +15 Rightous/Bloodlust Abyss)
