Help me please. Armorsmithing bug

Hi I just started playing again recently and I just got 99/99 in armorsmithing and wanted to advance too apprentice armorsmithing but I cant seem too for some reason. I bought the Apprentice test paper from Brakis and I even made sure that I only had armorsmithing as my only talent since its the only one I had progress in so I had no problem ditching gathering for this just to make sure I could begin the quest line but I had no luck. Please anyone if you know what I can do about this it would really help out. I've already spent a good amount of time and resources to get to this point and would be so discouraged in playing anymore if I had to start over.
