I got mine at exactly the time on the announcement (11:50pm PST / 2:50am EST / 6:50pm AEDT). There was a popup saying 'Happy New Year' and the title was in my inventory.
It was given out at exactly 2:50 EST ( or 11:50 PST) and only once per account (for some nonsensical reason). I tested with a different account at 2:58ish and nothing as well so it seems like it was just a global thing at a very specific time.

You were supposed to be logged in before the new year to get it...Maybe Nexon messed up to where not all players logged in before the new year received their titles like with the Golden Time login a long time ago.
There were complaints last year about how one, it was ridiculous to require people to be logged on at 3 a.m. Eastern to get the titles, and two, that they could only claim them on one account. Glad to see that nothing's changed.
As the others said, the titles were distributed at exactly 11:50 PST. I tried logging on to East server right afterwards, but that character didn't receive anything.
Someone I know already tried that and the response was basically No

As long as you were logged in during the appropriate time to receive the title ( I will be checking ) and you did not receive it. You can pop me a support ticket.

Although it's just one title, but at least you can see how strict GM is when it comes to event distribution.
