Mysterious Necklace Not Growing?

Anyone know how is this necklace supposed to "grow"? I mean do we need to not wear it? Do we have to wait for 48 hours? Is this thing bugged?

    working fine for me. it ticks every 24hrs after you pick it up. check its duration remaining.

    I think it grows after 12PM EST when the raids reset. You may need to relog to see the necklace growth limit decrease.
