Why won't my Gathering Proficiency go up?

I've been sitting at 3/99 forever despite gathering and mining ores on my lvl 100 Fiona can anyone tell me why?

    are you gathering off the luminary trees in guild dungeon/s2 dungeon/ s3 dungeon(not shiny luminary) the +proficiency is not guaranteed maybe about 25-50% chance

    Seems that you got confused that mining ores increases it, its only trees. As the above post mentioned, guild dungeon is the best place to level it, since every sub-area has a luminary. Or wait for another gathering event which they boost it to max points very quickly.
