Enchant scrolls, especially Passion and Healthy

According to vindictus.gamepedia.com/Passion_Enchant_Scroll the scroll is only available when leveling, same as Healthy Enchant Scroll. Is this correct? If not, where do the 2 drop?

    FYI the wiki is largely out of date. It reflects information pre-"Rise Update".
