Whichever goes first if you have the resources available. Usually enhancement runes go cheaper than enchant runes. Rank A decisive and valor don't necessarily need enchant runes if you want to go the poor man's immoral valor route.
Depends on the ranks of the scrolls on the weapon and how much gold you have to throw at it. With the scroll event on right now it's also matter of how much time you have/had to spend farming. Your time + enhancement elixir costs is probably less than your time to farm the gold/resources for enhancing to say, +10, especially if it goes poorly and takes you a lot of stone and elixirs. A +0 weapon with double R7s is better in almost every category than the same weapon as a +10, minus 4-6 atk speed and the 120 add. damage per attack.
Right now: enchant first. Normal times: enhance first, because better scrolls just cost too much per try to outweigh what you can gain by enhancing.
And I'll add in that caveat from above: if high enhance is your goal, then take care of that first and just perm the scrolls you get from this event to use later.
On weapon: Enhance first, because when you boom it will give you some mat back. If you boom a a weapon with enchant, it give no mat back. If you use rune and not booming, when you boom the enchanted weapon it will cost your more AP to restore. Of course if you don't want to go higher than 10, it doesn't matter which one is first.
On armor: Enchant first. Nobody really care about armor enhance anyway This will change when the patch that make high + armor give extra HP, but that might take a while.
