Need help getting past 20 fps

Hey I've been trying to get back into this game for about a year, yet I cannot seem to even get past the tutorial because I have less than 20 frames per second. Can anyone help? As for my specs i'm going to type the basics but let me know if you need anything else.

OS: Windows 10
Processor: Intel Core i7-4790S CPU @ 3.20 Ghz
RAM: 12 GB RAM
GeForce GTX 1060 3.0 ACX (6 GB VRAM)
DirectX 12
