Fishing quest Bug?

I am a level 27 Sylas and picked up the Fishing quest from Gallagher but I cannot do the quest because I can not create a party. I get this message when I try to create one: "Party not created. Incorrect difficulty level." What else do I need to do to create this party so I can go fishing?

    Please make sure you have the difficulty level set to hard when you make a fishing boat.
    Or that you set it to hard if it's unchecked.
