Gear titles

Im not sure if there is already a forum for this. But, Are we still able to get the gear titles? I've collect a couple of complete sets and no completed quest bubbles have shown up for me. Thank you in advance.

    Aren't gear titles obtained from quests scrolls? Aislinn and other npc's used to sell them, unless they changed how they are obtainable.
